Polar Observation Camouflage Helmet

This was an ambitious suggestion from Lepic, who prepared a snowman camouflage suit for the Snowfield Operation. He claimed it was a special camouflage suit for the Environmental Surveillance Division's observation of polar wildlife, but he couldn't convince anyone why it included a hat and scarf.
